Every plan priced for a usage, and the cheapest one that fits.

## Example

Needs no scope. `sends` is emails a month, `aiActions` AI actions a day, and `interval` is `month` or `year`. Every amount is in US cents per month, and a plan that cannot carry the usage has `fits: false` and names why in `blockers`.
