Every note, first to last.

## Example

Needs `threads:write`. `ids` names every note on the thread exactly once, in the order you want. Pinned notes still come first. Answers with the notes in their new order.

> A list that leaves a note out, names one twice or names one from another thread is a 422 `invalid_parameter` on `ids`, and nothing moves.
