Every charge of the workspace, each with its invoice.

## Example

Needs `billing:read`. It is History on Plans & Billing. `page` and `limit` page through the charges, `sort` is `newest` or `oldest`, and `search` matches the plan, the invoice number, the charge id and the name billed.

> `needsBillingDetails` means the invoice needs a billing name and address first, which `PUT /billing/invoices/{orderId}/details` saves.

> Only the owner of the workspace reaches billing: an API key, or an access token the owner connected with every address. A member’s token is a 403 `owner_only`, and a key or token limited to particular addresses or domains is a 422 `capability_unsupported`.
